I have a key phrase on my site I'd like to boost up a little without being blacklisted by Google, are there anyways to do this? It's not a very saturated phrase either, not much competition. Whether it is White Hat or Black Hat.

Do you have a webpage that ranks for it? If so just stick a few links into it.

If the site is quite old (More than 2 years) you can be fairly aggressive with this. If less then make sure the quality is bang on and be a little bit less aggressive.

If the keyword is easy and you rank for the main term already then it should be a piece of cake, 2 - 4 weeks tops.

I've only just launched the site and submitted to search engines and so on, how would I go about promoting this key phrase?

You can put links to the site using the keyword as a anchor text and point it to to some where to your site that actually relates to the keyword, this will help rank you on that keyword.

    <a href="your link">keyword</a>

But make sure that the keyword is being directed to a page that relates to it or it will not count, for example, if your keyword is "roses" dont point to a page that is about cars as it will make no sense.

Tons of ways. Just depends on whether you want to use bots or manually do it.

I'd prefer to use bots but I don't want to get hit by Google so I have no problem in doing it manually.
