I can say it depends on what you need the design for ? is it to add a new feature ? more functionnality to the site ?
Sometimes, we just underestimate how effective the basic & simple themes are.

Just use Festinger to download Elementor PRO, Build Oxygen or another website builder, it is much cheaper and you have the freedom not to depend on others' creativity.
 
if the site is big it worth , but if you have small site ,and not growing better dont spent much
 
Don't spend much. You can download a free theme which looks somewhat similar to what you want
Then hire a freelancer to make a few tweaks to it

not worth at all. Go with simple design that you can get from simple themes. Best thing you want to do: to have the flexibility to switch wordpress themes at ease. Having complex designs will prevent you to make such changes
