Spam Filter Disbaled Accounts?

Sorry guys My question may sound silly and foolish to you but as I'm a newbie to this IM world and in a learning phase,

How are Spam Filter Disabled Hotmail's different? What's the usage of them in doing SEO?
I tried to search but didn't got any good answer to my query.

The spam filter should be disabled, so you can receive all kind of messages that usually get trapped into the spam folder. Most of the confirmation emails you will receive when doing SEO submissions will get trapped there if you don't disable it..

Spam Filter Disabled Accounts makes all of your Incoming mails to go into Inbox and
none of them reaches into Junkbox.
With SEO bots like Senuke, UD, GSA etc they become quite useful and essential.
