Spam 100s of comments on local business and get away with it?

A SEO agency I worked for decided that they wanted to buy only indexed diversity links.

- So they blast 100s of links directly to their clients MS, EVERY DAY.
- The owner tell me it's awesome because he get traffic and ranks.

My question : will he destroy his clients site at 100% chance, or can he get away with it since Google don't penalize spam much, because of the existence of negative SEO.

That's definitely no good. Some of those links might get ignored. Monitor new links daily and submit them to the disavow file. Disavow on domain level.

Also, make sure to explain to the owner that the situation is not so bright as he thinks.

I’d be amazed if the was a genuinely good result for his client.

I have no control on this and he will defenitely won't submit them to GSC because he think they add value.

Still I search someone that can give me a clear answer based on experience.
