Someone redirected a domain to my cashsite website while I still in sandbox, Please advice

    Hi all,
    This story is quite strange but this is how it goes.

    - Few days ago I uploaded my first cash site and god it indexed by google, Only 4 main pages with articles (Still working on the rest of the pages).
    - I did not build any links and my domain is brand new.
    - I did not published my website in any platform.
    - Today I got up and found out google moved my ranks and I am not ranked for any search (I had few very nice ranks, checking with serpbook), the website still shows when I search for the exact domain name.
    - When I search parts of my articles, a different domain shows up with exact copy of my website - It is just redirecting its domain to my server IP.
    - Google webmaster show no warning nor any message about anything that happened.
    - I blocked his domain (he shows blank pages although I could be much more creative with this one :) ) and asked google to reindex his pages, for now he is still showing up when searching parts of my content.

    Now for the questions,

    - Is it possible that I just got into sandbox mode? In that case google will remember this content is mine and not his?
    Who will count as the original publisher when and if I ever get out of their sandbox? (He can just copy my html and re publish in new domain, I am not indexed for my content right now)

    - How do I move from here?
    Option A: Business as usual - continue to upload my content and hope one day google will remove me from their send box and relate that content to me.
    Option B: Rewrite the content I already uploaded, add the new content so I won't have thin website, buy expired domain and not new one and Then re upload everything and hope I won't meet the sandbox again.

    - Is there any way to report this thing to anyone? I know google doesn't really care but I had analytics and webmaster tools connected to the website before it happened so it is quite easy for them to know who was there first.

    (First thing I thought is my server was hacked, He had everything including server side and DB - I didn't realize its the same server :) )

    Update: I managed to block his domain and added a nice 301 redirection, maybe I can get out of the sandbox with his juice :)

    Any help? His domain is still indexed for my content although its not displaying it anymore.
    My website is not showing up when searching for exact text from articles - the other domain does.
