    Disavowing links won't help you at all, just as an FYI.

    My site actually got out of a Penguin penalty a year ago with a mix of getting tons of links removed - probably a majority and disavowing probably hundreds. When the penguin update completed my site went from around page 7-9 to 2-4 on some keywords.

    This was a while ago but my guess is if a site removes most of the links causing them problems and disavows it can have a effect, but it could require waiting for a penguin update to go through which was around a years wait last time around. Apparently Penguin may become real time but I'd imagine it it will work in a way that take plenty of time to get out of if someone gets a penalty by it.
