so I recently paid a guy for his instagram account, but he has scammed me. This payment was over paypal, but stupidly I sent it as fam and friends so... I can't dispute it ?

What can I do to get my money back?

If you sent the payment from your credit card/bank, contact them directly to reverse the payment.

Even if you sent him money as a seller, PayPal refund policy doesn't apply for electronic goods, you should try other ways to recover your money, I recommend you that before buying something check the reputation of the seller. Good luck.

that ain't true anymore, they changed their policy regarding to that effective since 1st July

however OP is pretty much fooked, if he sent the payment as gift unless he can do a chargeback through his/her bank, what somebody already recommended above
i'm pretty sure you can't sell instagram accounts legally, so even if he would have proof and would have sent the payment as a non-gift payment, but paying for services/goods, he could have a hard time getting his funds back

depending on the amount, maybe it worth a phone call though

It's not a legal transaction to sell an Instagram account, filing a dispute would just be a waste of time. Just move on and learn from your mistakes.

Not going to lie but that happened to me once as a seller and paypal gave the money back to the scammer. But it was done via "service" and not as a "gift".

If you file an unauthorized payment you will get back your money for sure. Paypal never can prove that you made the payment pesonally. This already worked for me far more than once when I did not get the item or it was already used (serial/key etc.).
