Alright, so I'm starting a directory site for a city, I want to cover ALL businesses within the city. I think it's a really good idea, currently, but I'm having problems with how I should handle some of the SEO.

Firstly, I have about 10 tags for say, "restaurants", and about 200 restaurant listings. If I use one of the ten for each listing, will I be penalized for keyword stuffing? Also, unfortunately these posts are quite sparse, mostly just name, address, phone number, tags.

I plan to do individual SEO(linkpushes, etc) for each sect (restaurants, apartments, etc), SO my question is, should I direct the backlinking to the Category page, which is quite lacking in onpage SEO, but the most obvious to have rank, or should I create a highly optimized page for the category, link and reference the actual category page multiple times, and build backlinks to that?

Also, I've heard many people say to noindex your category pages. Why is this?

I can PM my link to someone if they can give me some advice.

Some insight would be much appreciated, thanks guys.

My personal opinion would be that every page you want to rank would be an article. Categories are less reliable to rank as the content is always changing -- and typically the category page will be overly-keyword-stuffed because it is congregating so many very similar things.

Lots of wordpress templates like to stick the title in an h2 in category pages and you end up with 20 "Eat At Joes Restaurant New York", "Subway Restaurant New York", "Pizza Hut Restaurant New York" etc. ... those titles are great for your posts, horrible for your category page.

I typically no-index,follow on tags and categories.

Awesome man, thanks soo much for the insight. Do you have any experience with duplicate tags at all? I'm fairly trepadatious about using them, but it seems as if a normal site owner would do it.. so I'm not sure how much it would hurt me.
