Do "social signals" as we think of them have a direct effect on rankings...Yes
Is Google telling the truth they don't use social signals....Yes

    So here is my theory...

I've done a lot of twitter stuff recently. Once of my websites I was promoting had zero links and only three pages. I build it then moved on to something else for a few months (it had settled by then) then went back to it and promoted it on twitter. A few days later it started to rise in the SERP then I stopped promoting it for reasons I wont go into and it dropped back down. So here is what I think happens...Google doesn't take notice of the signal itself e.g the tweet with the link in it, or the facebook share at all. However it does take notice of the traffic that link generates. We know it can accurately track these traffic sources because it shows us in Google Analytics. So if it sees some traffic from facebook it can check its genuine using Analytics then give a boost up the SERPs. This would explain the following

    1. How people can rank with social signals but google denies it looks at the "signals"
    2. Why real shares rank you and fake shares don't, fake shares don't generate traffic

Could this be right? What say you?

Why would Google give a special treatment to social signals when most of these so called "social signals" are nofollow links?

This could be right. But even if social signals give some effect on ranking, it's not enough to get high positions. Try to create an interesting content and people will share it for you. Twitter can invite google bots to your website for faster indexing.

Google still love strong backlinks and this works for sure.

Not the link/signal itself but the traffic it generates if that makes sense?

So you claim that if I have a link on the front page of Forbes, Google will treat it as a normal link.
But if I have a link on Twitter, Google will change its logic and will measure the traffic instead?

According to this article by Fishkin ( I know he is loved here) CTR may influence ranking http://moz.com/rand/queries-clicks-influence-googles-results/

Not sure how this might relate to your post but there could be a correlation.

***EDIT someone in the comments pointed out how Google does use CTR as a ranking factor for PAID ads, is it an unbelievable stretch to think they might do something similar for organic search?

I do not think you are right, all they want is G+, on a recent website analysis I've done, I've compared 3 websites.

    First website had PA 29 DA 14 CF 19 TF 0 SOCIAL 401FB Likes/15k Tweets/33k G+
    Second website had PA 41 DA 29 CF 40 TF 7 SOCIAL 74FB Likes/64 Tweets/692 G+
    Third website had PA 48 DA 37 CF 20 TF 0 SOCIAL 19k FB Likes/13k Tweets/0 G+

My guess goes like this, G+ Social signal matters the most, then CF/TF and then PA/DA as metrics so far I did this on 3 different keyword and my top results were the same, social signals 1st, cf/tf second, pa/da 3rd, but this is only my research and it matters from a keyword to another as far as I think. I just shared my thoughts with you guys, what do you think?

Note*: Social signals were fake, bought from someone. No real interaction between real users.

That theory could be possible. That's why fake social signals has no effects on rankings usually. It's an interesting topic. Let's do our case study and get back to this thread! :)

If they're "real" social signals (i.e., not fake users) then they can improve rankings the old-fashioned way: They promote your website in a way that people might link to it elsewhere.

IMHO you over-complicate things where its not necessary.
Do a simple experiment - spam your website with fake/real "social signals" and you'll see what happens.

This is what will happen if you're too lazy to do the experiment by yourself:

    1. Your site will go up the SERP while you spam
    2. Your site will go down the SERP once you stop

It will go down the SERP because social links do not stick for long time on the popular pages of social networks.
