So what determines if Google puts a video on first 10 SERP's, or not?

As you probably already guessed the topic by the title:

Sometimes Google puts a video on the first page of a search, sometimes they do not. What determines this?
Is it a simple thing, such as the top 10 sites have a stronger rating than the first video on YT for the same search?

The results are shown based on relevance. If the videos are the most relevant to the query, then it is highly possible that the whole first 2-3 pages will be covered with vids.

Thanks, but sometimes, it SEEMS like there is a vid on the first page based on a quota. Like, if there is a video it seems like they put it on 3 or 4 spot of Google. But I could be wrong.
