So some Fiverr seller just flaked out on me, and Fiverr processed the refund, however, the refund didn't consist of that little tax they recently began applying to transactions. Is this the way it's supposed to work?

Basically that little tax is a kind of processing fee from Fiverr. You wont get a refund from that since you are using Fiverr as a service and is paying that minimal amount to directly them.

I get that, but there should be no processing fee if the order was never actually processed and delivered. Not a huge deal.. I just found it a bit.... ..interesting.

That is genius. Fiverr is making profit from scammers.
