I am looking for a way to gather local specific phone numbers (based on zip code) for an SMS marketing campaign.

There used to be a site that had every mobile number in the UK, but has since been shut down. Anyone have any suggestions?

I don't think any site offers this. You can try to use forums like DP,BHW,WHT etc. to get some lists of numbers from members.

Create an opt-in list. Offer some incentive in return for their mobile number, e.g. post fliers around town saying, "Text blah blah to (some phone number) to claim your free coffee" or something like that.
