at a first glance it looks like a bad idea, but more research is needed...
Put the site into Ahrefs / Semrush and see their rankings and traffic history because I have a feeling that the site had been penalized and might not be coming back...
If it's a new site, on the other hand, and especially if it's in a tough niche it might be sandboxed (this would explain the lack of traffic) and could be worth gold when it gets out of the sandbox.
Also, check the domain in google with site: and see how many results come up. If no result comes up and the site is NOT new (it's over 6 months old) this is usually a sign of penalty and you shouldn't get links from it.
If results do show up it looks - once again - like it might be sandboxed, which might be worth getting links from.
You do need to check everything (site age and indexation, indexed pages and keywords trends, traffic trends, anchor texts, etc) before you draw a conclusion
