Say this was the case, is there a way to completely disable that? and how?
Are you talking about Ebay recognizing pics taken from other sites?
My brother had that problem a few times. Especially pics from sites like walmart and amazon. He also used the sniping tool that comes with windows 8... I'm not sure, but he suspected the snipe tool may have had something to do with it (maybe a footprint in the file or something) Thats just his speculation though without any hard facts.
You could also try altering the image a little using a photo editor, resize it, reverse it, or even change the height to width ratio a small amount. Ive never had to do that so I could not say to what extreme you would need to alter the pic. But it is a thought.
Gimp is free and will do all this and much more. It is not photoshop but it is FREE and with practice can make some fairly decent banners and such. There is probably some simple to use and free online editors that you could use as well.
