Simple progra mto make banners in flash

I already have graphic [it consists of 4 pictures]. evertyhign has right sizes. All i need is put it into flash so that pictures change and the banner can be clicked. Is there any freeware that can do it ?

If this is the only thing you want to do now, just download new macromedia flash and use it for trial time.
