Search around for this but couldn't find a definitive answer.

When siloling a website, how do you deal with the sitewide footer links (for example about us, contact us, privacy etc)

    In theory, they shouldn't be there and adding rel=n o f o ll o w as I understand doesn't help

How do you silo experts deal with this problem?

Can't you just remove them? The idea of silo is that you want all of the juice (And topical relevance) controlled. So that each top level page only links out to relevent sub-pages on same topic right?
So you dont want every page on your site linking to about us, in theory.
    So just remove those links.
    Put them on homepage only.
Or have something in footer.php - if statement to show those links if its the homepage and not to show them otherwise.
