Silent Installs, Botnets, and Ddos attacks

Now that i got your attention. Can someone please explain this section of the 'forum' a bit more. In the past talk about pay per install was forbidden due to it being related to things like this. Something must have changed in BHW to open this section back up again, although without any clear guidance on what is acceptable there are problems.
