thats just the way it is.

You must be a member of the forum for 30 days and have 50 quality posts before you will be allowed to use a signature on this forum. In order to use links or images in your signature, you must be a "Donor." You may post 2-3 affiliate links or 1 banner (728x90 pixels max) in your signature. Do not use a font size larger than 2, crazy fonts/colors, sound clips, excessive smileys, or anything else annoying. Including calls to action such as "PM me"
The documentation needs updating but the signatures are indeed only available for paid subscriptions.
Originally paid subscriptions were the only ones that were allowed to promote in their signatures; everyone outside of that group could have a signature in plain text that did not promote anything.
For every new infractions, warning or wiped signature a new member signed up and proceeded to make the same mistake, creating a vicious circle much to the annoyance of staff.
Thats the motivation behind the recent changes.

..... How about enable it to us 'reputed' members? I don't think anyone then would risk his account over signature.

The rules are not changing. Otherwise we spend forever going back and forth about what is "reputable" and what is not. This takes all the subjectivity out of the equation.
I doubt someone with a lot of history on this site would risk his account for a signature. Think about it.
