Should I Redirect a Domain vs Uploading a New One

Hello I have this website that I am trying to get traffic to but unfortunately I am not fully in control of the admin part you know webdesigners ugggg. Anyhow I bought similar domains names and my questions is

Search engine purposes is it better to just domain repoint and put into the search engines or

Upload a one page website with my own keywords same design, my own metatags etc?

Any advice would be great..

If you can, use a 301 redirect to point the old domain to the new domain.
