Should I rank a page for service or start a new website?

Here's the scenario. I have a portfolio website and I want to start offering a service related to my field. The thing is, I want to create a page for the service and rank that instead of the home page. For example, I would be ranking http://portfolio.com/my-service-here. The domain is not an EMD, and is not currently ranked for any keywords related to my area of expertise. It's just a portfolio showcasing my work that I've had nearing two years now. It has some natural backlinks I've manually built over the years, but nothing targeting the service I soon want to offer.

Question is, would creating that new page on my aged site for my service and ranking it be a good move, or should I opt out for getting an EMD and starting fresh? In essence, the page would mimic a MNS for a certain service/keyword.

    Thoughts?

How about creating a new website that is geared and targeted around the service you offer with the correct messaging, etc.

On that same site then load up your portfolio, so it will look something like www.mysite.com/portfolio

This is what I would suggest to my clients, hope it helps! :)

My advise..create a subdomain on your aged website instead of buying an EMD...make sure the SD has your main keyword phrase in it.

Hmmm, not a bad idea. I'll experiment with that and my idea and see how it turns out.
