Depends on how much time you are looking to invest in Internet Marketing. How many sites do you own?
If you have just one site or a few sites, I would suggest you to outsource your SEO instead of investing your time and money in purchasing and learning more about the tools since that would help you in getting a variety of backlinks and will be much cheaper.

I think the best tip I can give you is you have to know exactly why do you need the tool you are going to buy, it maybe sounds stupid, but I have seen so many threads like I have X tool, now what?

You have to buy tools to speed up the work you are doing, you must know SEO (at least the basic stuff) before you go buying a tool

    Hope it helped

    Yes...

but: if you don't own the software, you never know really, if the contractor did for what you paid him. You need at least some basic understanding of how to do automatic SEO. Therefore, I'd buy scrapebox for some low bucks and start with scraping and comment blasting. You need to do some (spam) linkbuilding experiments to get the point. Also, it is easy to find a second-tier service (comment or profile blasts for instance). A reliable first-tier linkbuilding service is a different story.

If you do that ^^^ don't spam scrapebox to your own site. Make a Web 2.0 i.e. Squidoo/Wordpress Blog about your site and then link to that.

1 - you do your own SEO. Neither outsource nor buy a tool

2 - Second you will start to learn the effect of everything you do.

3 - You will be able to answer your own question and at least you will buy a service/tool knowing why you are buying it

It's always about you, not the tools
