Electric is a big demanding industry. It enables industries from automobiles, industries, data centres, home automation IT parks etc. But the billion $ question is whom you're embracing for affiliation or partnership.
Yes, you can start blogging now. It has good scope in the future.
It will be a good idea to start soon.
There are plenty of authority websites in Automobile niche and they occupy the market. Needless to say that they will also convert themselves into EV niche and since they already hold an authority in Google's eye, it will be harder to beat them.
But I am still sure if you have a vision for next 2 to 3 years and work consistently, you can certainly get some good audience with this EV blog.

Electric cars as a niche itself may not be so good. I would say it is too competitive already unless you think out of the box.
The niche is very broad and needs to be narrowed down. But you will find success in a sub niche of electric cars, with some good keyword research and content.
For example you could cover a particular model of electric car or a sub category like family cars. You could do a comparison of cars in a specific price range. Or you could have a niche related to electric car batteries.
