Should I Disavow these type of links?

    So, I've had someone look over my bad links.

    They did a good job on highlighting the low quality links. They however ignored all the high quality links that has absolutely no RELATION to my website.

    They said to leave those links alone because they are high quality. I am confused because I thought even if the link is high quality, Google does not like unrelated content.

    For example, my company is about PC Cleaner. However, I have a links coming from places like: AntiWar, Coal-Is-Dirty, etc.

    Yea those maybe high quality and high PR sites, but the content is completely not related to my business.

    Should I disavow those links as well?

    Unrelated links from high authority pages are not bad for you. They may not provide you with direct juice for your target niche, but they add to domain authority. Worse that can happens is they're ignored, you won't be penalized for unrelated links from reputable sources(unless you're blasting away millions of such links of course).
