Hi,would you advise me to create MNS sites at this time or should I wait some time for G to fix their algo and bring everything back to how it was. Your opinion/advise is greatly appreciated.

Never been a better time to make MNS websites. Hammer away the glory days have returned.

Ok, now my other question is after G indexes my sites, how long would you recommend me to wait to start doing off-site seo? Thanks

Link build away , no reason to wait. Just don't do anything stupid like scrapebox/article blasts direct to your money site.

I have a short routine and start Web 2.0 stuff the same day I build MNS. You could probably wait a week but I do them the same day to get it out of the way. I build 2nd tier by hand and use decent content. I don't start any 2nd tier link-building for about 30 days to stay under radar. Even then I do minimum link building to 2nd tier. I'll typically start back-link tasks to 2nd tier when I build the 3rd tier. 3rd and 4th tier is where SENuke come into play for me and typically I consider them disposable or supporting roles. They get link-building in 30 days after creation.

So I work on a 90 day success rate typically. Depends on my schedule and other tasks I do but I'm not one waits to bank a year down the road. I typically use aged domains though so maybe with new virgin domains you might have to space this out a bit longer to like 6 months.

That's the short version of my routine
