EDIT: The website was rank 7-13 before Google Penguin, so it's a pretty old site.
For the last 2 weeks I've been stuck on SERP 300-350 and it won't increase while I keep building backlinks... should I abandon my website? If yes, could I use my current website files to a new domain or would I have to completely rebuild a website?

Never abandon link building it just takes time, maybe take a look at your keywords see how high their competition is and make a judgement on whether your PageRank is sufficient to target those keywords; if it isn't then you'll be stuck where you are now for a while. Don't give up!

The website is not new or anything... I was rank 7 before Google Penguin and now I'm stuck on 300-350, most likely penalized for backlinks having the same anchor text.

Well, you must first find and analyze the reasons for your low rankings. And if you can't do anything to fix the problems then you could start with a new site.

There could be many reasons for this.

    1. Your site is new.
    2. Your backlinks suck.
    3. Your content suck.
    4. You have a penalty of some sort.
    5. Too competitive keywords

It could be due to these reasons, a combination of them, try to analyze the situation first.

    You were 7th?

Well then the reason is somewhere in your backlink profile. Try to analyze it and if you have too many spammy links from questionable sources or the same anchors used over and over probably these are the reasons for your drop.

Most likely Google Penguin penalty for having too many backlinks on high PR blogs completely having no relevance to my niche and too many same anchor texts.

Well, yes I also think that is most likely a Penguin that bit you. Well you can try to remove the spammy links if you can but I doubt that you will be able to remove all of them.

Maybe the best thing here is to start all over and do it right this time with a new website.

Copy the content to a new website and delete the old one or redirect it to the new domain but that could also redirect the penalty.

Just do a new website but try to focus on quality backlinks and natural looking backlink profile.

How old is your current site?

I'd stop working on the site, apart from adding 1 new post/page every few days to keep it fresh

Let google find the new content on its own through the sitemap

Start work on your next site

You may find you start getting Bing traffic

Google is not the only search engine

My advice to you is to stick to your website as it definitely seems to have the raw material (content + Links) to make it to the top ten results. The best you could do is WAIT IT OUT. Get your website some good quality links, (few per week). Add some fresh content. Give it a link boost after a month or so.

IMHO it is too soon to abandon the ship. I know it can be frustrating to be stuck like you are now, but if you keep backlinking it will pay off, sooner or later.

I am ranked 4th on Bing on my primary keyword there but I get like 5-10 visits from Bing :|
But will it even still rank when it's penalized?

Another idea is to try to improve your backlink profile by making some casual and random links from many different sources.
Use anchors like click here, read more, your actual url of the site. Use web 2 sites, video portals, social networks and anything else you can think of to diversify your backlinks. You can use some softwares for this but you will have to combine the links in a way so it looks natural.

meanwhile, if you do not have facebook, twitter and google plus pages, open them. and do some natural sharing.
and add some new content on you site every 1 week *atleast

Try blog posts about something related/relevant to your software, you can try to search for "keyword" "news" or "blog" to get some ideas.

Stick it out. When the penguin updates are tweaked again you may bounce back. We never know what's going to happen next with the algo changes... Essentially what everyone in this thread is saying is identify what you were penalized for and fix it. We know, in general terms, that penguin was about penalizing over-optimized paged so as mentioned above, check on-page and off-page SEO and identify which areas are 'over-optimized'.
