Shift from link spam penalisation to neutralisation?

    G, in most cases is simply discounting "spamy" links as "low quality." However, distinct spamming patterns that are blatant may still result in being penalized. Manual reviews will also still result in penalization if a pattern of intentional spamming is noticed.
