Is it possible for networks to have real time stats for clicks/impressions, but not real time for leads generated?

lets say i have some guaranteed leads that i know should be converting, but when i check the cpa stats they're not there, although clicks keep going up on a regular basis.

do most networks track in real time?

Most have a couple hours delay. If you're using copeac, I think they may shave leads. I was promoting ones of their offers and I had a friend fill it out on his comp and it still didnt register. So my advice is to test your own offer before promoting. I learned the hard way
