[email protected] send me $689.99 Invoice by the name of Apple Los Gates

It's a scam. PayPal allows users to send invoices through their platform which is why the email is coming from their official email address.
So, PayPal know’s what people do with their accounts?
 
OMG ! Paypal is trying to auto deduct $689.99 from my debit card. Transation got faild because of I set limit on my debit card.
I did not find any pending invoice or automatic payment in my account.
Paypal Member since 2012 but first time facing scam like this.

Sorry, I don't understand what you're asking. PayPal has an invoicing feature. Anyone with a business account can send an invoice.

That's very normal.
If you request an invoice to anyone.
It will come from paypal's email.
This is a scam and happens regularly.
What you need to do is exactly what @nakamura mentioned
There is a button on the right saying "Report this invoice", did you do this?
Report it as a scam.
