SERPs question

    When searching for '[service name] [city]' G sometimes displays 1 result above the local-pack, other times it displays 3 results.

    Does anyone know what factors influence this? Is it the case that when only one result is displayed, it's significantly 'stronger' than #2 and #3 to the extent that #2 and #3 fall below the local pack? Or...?

    Seems like they do this pretty random. And change a lot. 1 months ago there was only 1 site above the 7 pack in the niche i am. Now it was replaced by 3 yelp listings.

    In one of my niches, it didn't change at all for the year of 2013.
