Services? If you don't explicitly understand SEO yourself, I wouldn't bother taking on a keyword like that. You would easily spend $5000+ to get Top 30 in 1 year.
 
I mean this in such a nice way! But if you dont know then you shouldnt be attacking such a hard keyword. Just a few things that come to mind, linkpushes, High Pr networks, EDU links but you shouldnt just be buying services you should be doing SEO your self. Expect to spend a large amount if your going for such a competitive keyword.

I have a website in the Forex niche and linkpushes have helped me out a lot! :)
 
I didn't mean only paid services: i asked what tool and technics would you use.

The 3 main factors for getting your site to rank at #1 of search results are:
1. Unique Content(the main thing is your mind, tools don't help)
2. Proper Use of Keywords, Keyword Density (There are many services, such as Semrush, Google keywords tool and others)
3. Backlinks from Relevant and Authority Sources. The higher the number of backlinks from such sources, the higher can be your ranking in search results.

No offence, but anyone who needs to ask this question shouldn't even be considering it... Unless it's just a hypothetical.

If you're looking at one of the big markets, then you're going to need literally millions of links constructed in the right way over time. And you're going to need your own SEO machine... Not a bunch of BST purchases.

Big kahoona's though for even considering it ( that or blissful ignorance...)

You shouldn't be fighting such a challenging key phrase. Just a few items that come to thoughts like powerful forums and blogs but you shouldn't just be purchasing services, you should be doing SEO your-self. Anticipate to invest a lot if your going for such a aggressive key phrase.
