SEO strategy: building your own PBN or spending 1000 $ each month for links via Guest Posts?

Which strategy you would choose in case you have 2 ecommerce sites and you are looking to make profit only by ranking your main page without doing any paid ads.

With the monthly SEO budget of 1000 $

I know most of you would say they would spend this money for guest posts because it would be safer and the site metrics are higher than your fresh PBN ones. But this means you would probably get 10 x posts each month on high DA sites...if you divide this between your 2 sites then 5 links to each.. this will be painstakingly slow process for ranking. (Medium difficulty keywords).

Or

You would build your own PBN for this amount? Let's say you will put 2000 $ for expired domains (perhaps for 10 x 200 $) and use rest of the resources on each month to put content on those sites? I assume you cannot get any decent domains for 200 $ a piece but this is the budget you have so what do you do?

To go with the PBN route and perhaps add 10 more sites to your blog network within 6 months or just cut the bullshit and go fully white hat with guest posts?

The idea that I might build 2 sites for a year to get solid backlink profile and compete with others via guest posts only is bit frightening.

Competitors obviously on the first page are doing monkey business via blackhat, some of them are ordering services from BHW because their backlinks profiles are full of nonsense press releases, Amazon AWS links and wikipedia edits :D
 
Combination of both - diversity is the key.
 
If you have the money, pay for it... both are adequate options. I'm not sure if you have a separate budget for content, otherwise, I would spend at least 40% of those $1000 ($400) in building content and interlinking the right way within your site, leaving $600 for the links.
 
$1000 a month won't get you far building your own PBN, you'd be getting between 2-3 domains to buy.

I thought 1000 dollar is good amount. How well opinion differs. Great to learn from you guys.
