SEO Question about foreign ranking in Google

    I have a client that is trying to rank for an english word in the hong kong google
    engine but the site is in English with a .hk extension on the domain. How do you force
    ranking on a English language site to a Hong Kong engine? I have done this for other
    clients in the past but they had the sites in their own native language. Also what is a
    recommended charge ? They are asking for only 1 keyword that is relatively easy to
    rank so I was thinking $299 setup and $199 a month, but also rank them for some
    easy long tails as a bonus?
