The irony is this article is about reputation management yet this is clear word for word copying of an article.
So either:
Mike ghostwrote for Neil. ( Or he hired Neil to ghost write for him .....
)
Mike published his article, Neil copied it word for word then added a ton of extra content on the bottom.
Neil wrote his first and Mike 'borrowed' just the top half.
