If you were going to choose one as your business, which one would you choose and why?

SEO agency, When you are inside the agency field, you know consultants are like digital strategists, they say things but clients want ROI, so you need to deliver, and you also increase your clients LTV by doing their SEO.

I don't value consultants and strategists much as they are often selling thin air.

Long term seo is the name of the game......but managing clients expectations can be difficult.

Yes I think some do talk more than necessary :)
 
The right path which I feel and am taking too is. Learn well and deep enough to acquire the expertise as consultant and then built it into a system to scale it as much as an agency.

Yes. Agencies have a very fixed structure. You are assigned roles. And sometimes growth scope is also limited. If you have capabilities then you may feel caged. Consultants on the other hand can be very hands on in approach. You can learn so much and I believe they give you opportunities to work more freely. The big difference could be in the approach and mindset.
