SEO advice for my client

    Hi Guys, So here is the problem. I have a client who owns several .com sites and he wants to rank locally for the keywords. And these keywords are loan related and are extremely competitive.

    Since his sites are .com, I advised him to create a local domain instead (.com.xx) and optimize and build links to it instead as it is much easier to rank locally and he is targeting the local community. Is this a good advice? As I have not tried this before, how do I go about doing this without google penalising my clients site for duplicate contents (.com as well as .com.xx)?

    I was thinking about doing some sort of redirect so that his customers can access both .com as well as .com.xx and ranking for .com.xx instead. Any advice? :)
