How can I send mass SMS messages without the cell phone user opted-in? Is there anyway to do this?

Sign up somewhere like Clickatell and then depending on what country you are in select a mobile phone number and then just add 1 to the number and loop through them.

Thats the easiest - whether all numbers are active or not is another matter.

If you use clickatell though, they have a report that shows which numbers received the message - from that list you can then refine your list for next time by deketing the dead numbers from your lists.

Hopefully thats a starting point - legality of it is probably a whole different thing.....

This is illegal in the United States under CAN-SPAM and the TCPA; If you get caught you are looking at paying ~$100 per recipient. In addition the FCC just passed more restrictive regulation regarding automated telemarketing services which SMS spam falls under.

Best advice is to pay for your mobile traffic, it is very cheap.
