search for people in your niche and DM them about buying shouts from you ..

Best way is to browse through Instagram and look for big pages in your niche. Usually they leave some contact information in their bio where you can ask them to buy a shoutout. You can always DM them in the case they don't leave contact info.

You can post in the Want to Buy section of the forum if you're looking to buy shoutouts.
