Of course it is possible, thousands of people are doing it. In fact I am doing it too.
What you need is an ebay seller account and a paypal account to go with it.

Where are you from buddy? i've saw a lot of sellers from other countries selling at ebay, some from China and some others from europe. Check out the help section and try to find some informations about this.

Confusing question. Ebay is not a one-country operation.
Best method s to incorporate in USA and sell as a US seller.. you just need a passport and govt ID to get your LLC formed in Delaware or Nevada.
Ebay can be used in lots of Countries.
There is, however, a big disadvantage to selling to the US from, lets say an Asian Country.
Problems with that are plentiful:
Paypal limitations as to withdrawal and volume ( after you hit a certain benchmark your account will be under review for sure, be prepared to submit lots of doc's )
Shipping time - it's going to be long so expect a few neutrals or even a neg here and there but for sure low DSR on shipping time and that will mean that your account will not be able to grow properly.
Returns - are a pain in the butt for both parties. You don't want the stuff back and the customer does not want to pay the shipping back to you, regardless what you state in your auction. Expect a lot of crappy mails to be answered.
Customs problems - not really a huge problem - just don't make your items available for worldwide shipping. Customs in some Countries are really a pain, like Germany, Italy, Brasil
Scamming buyers. Shipping to most of the world from an Asian Country will attract the scammers - they know that in many cases you will send with regular postal service since anything else is just to expensive to use. No tracking number for a shipment means you are fresh out of luck in case of a dispute.
I did sell on ebay.com right from the start. You just need a verified paypal, a vcc to add on ebay. However for the first ten transactions, it needed the buyers approval to remove hold over my paypal money.
Or you can even sell on ebay specific to your own country. Wayyyy better IMO.
selling on ebay gets tricky with paypal.....be careful if you use both services

Ok now all the negatives have been listed, some positives:
You do not need to register a bank account with Paypal in many countries.
In these countries you can register a reloadable prepaid card/vcc
You can change your shipping location to wherever yo want.
If you have an initial limit of say $500 a month, you can overcome this by listing 20 accounts and making it $10000
You can do it just be careful because it's very easy to get limited.

Yes, It is possible but normally I think outsourcing something like this is easier and turns out
better for your average business.
