Selling FB likes - illegal? How do social media firms operate then?

    I have came across threads that people who tried selling FB likes on their site received C&D from law firms.
    But what if things are reworded differently. Would FB still consider the service violating their TOS?
    Is that what most social media firms doing?

    Instead of saying 'we sell likes' directly, they seem to reword their service as
    "we heaviliy promote your fan page to our network" (so shit along those lines).

    A Real Social Media Marketing company never sells u Fake FB likes or Those 10$ for 1000 Kikes
    Most of them bring likes with FB Advertising Sponsored tweets and With Viral posts and its all legal in fb terms

    Creating accounts for purpose of selling likes is not allowed and thats not wht they are doing

    Thats true. I think the same.
    But what if people 'word' it respectively and sell it from another perspective?
    In another words, i guess one could say they are selling a service to 'promote' to their network of friends.
    That has nothing to do with 'likes' in this case.
