paypal is convenient due to its simplicity, but there are alternatives such as:
    2checkout
    bitcoin
    skrill
    google wallet
    payoneer
    payza

no he can't pay escrow, his contry limits sending to 500$ per year !!!
also he can't send money via anything esle than paypal.
the problem is that the price is 3500$ and I just can't accept paypal
I think i'll let it go for now

Its not that secure. People can always chargeback paypal payments.

Yes, I highly recommend not using paypal, they usually always side with the buyer when it comes to digital goods.

Since it's a digital good, you win whether or not he charges back or not.
PayPal only covers physical items because they don't have proof whether or not the buyer received their digital item

Are you positive he lives where he claims? Because it sounds like a great front for a paypal scam.

Also I guess you can write him a refund policy or no refund policy w/e you want and have him confirm he got it and save it for your records. Just take some extra steps to protect yourself from a charge back and you shouldn't have an issue.

Make a PDF contract and have him e-sign cover that ass!

BTW none of that will protect you from someone who is sending money with a stolen account.

I assume the biggest issue is the Domain not the files

The only way to accept it then is with Western Union or crypto. If he can't do that then let the offer stand and move on.

from his country the limit of sending is 500$ , and I'm starting to think it's a scammer because he refuses any other alternative, so I declied the offer
