Self-Serve Bring-Your-Own-Advertisers CPA Service?

Hello.
I apologize if this sounds an easy question but I've searched everywhere on Google can't find the answer.

My question:
I have developed a custom C# ASP.NET website which is doing ok and my sales team now want to target specific advertisers to pay for banner ad placement. That's all fine but I don't want to spend time programming my own advertising engine. What I'm looking for is the features of a CPA Ad Network Service where advertisers can help themselves to place ads on my website but where I can bring my own advertisers.

Advertiser should be able to:

• See the number of hits my site gets per month
• Choose the Ad zone on my site they wish to target
• Upload their own graphical banner
• Order the amount of CPA they want and pay
• Track the number of times their Ad has been viewed

I want:

• A link which my sales team can give out to advertisers to place their order
• Advertisers not to get distracted by other websites to advertise on, only mine.
• Self-serve so I don't have to do anything when an order is placed
• Rotating banners to handle multiple ads in the same space
• Automatically ends an ad once CPA reached
• Easy to integrate (preferably javascript)

Does such a service exist please?

Yes, there is numerous of free adservers, you will just need to create frontend for your ad network, so new advertisers will have an option of registering and creating campaigns.
