I am posting comments on a website like the one mentioned in the link (https://universidad.claeh.edu.uy/educacion/2015/10/20/admin-earns-scholarship/) along with anchor text. I believe that this behavior will greatly help my website to rank higher. However, I am unsure if what I'm doing is right. Should I be doing more than just posting comments? Do I need to incorporate web 2.0, profiles, PDFs, or other tiered external links? I have doubts about whether I'm doing backlink work in the right direction, so I left this thread seeking advice. What else can I do to improve?

Considering that you are currently doing manually, is what automated bot systems are doing on zillions per day, be wary, that the quality of what you can expect, and the trustworthiness of how google may interpret this kind of linkbuilding is anything but something that may give you any confidence at all.
 
You can also focus building other quality links like guest posts, niche edits and pbns.

You can't rank by commenting on other sites alone. Comments are mostly nofollow and ignored by google. You need high quality links like niche edits, guest posts and PBN
 
You are trying, but just as one commenter replied. People are doing this kinda stuff in the zillions per day ising bots... If it was like 2010 or something, maybe you could had ranked much better, but unfortunately not now...
 
These kinds of links do have a role to play. But they can only help you in two things:

1. Getting your new posts indexed on a new site.

2. Help you diversify your backlinks profile in order to look natural to Google.

Apart from that, these links won't help you rank higher if you are already indexed.

I was manually writing over 400 comments every day,

He just told you they don’t do much more than index links not rank, why do you want to do bull unless indexing is your problem? You need real posts from other sites linking back to you to start your ranking progress. Spam will help until it doesn’t and backfires. The white hat approach to get links is outreaching to similar niche blogs.

Tip: you can create a backlink on https://sway.office.com (create content and you have a quality backlink)
