Seekiing an IP / Domain Name Expert To Keep An Anonymous Website Open to the Public

I am publishing a website of video excerepts from various sources that might violate DMCA rules at times. I will be using an anomyous site host that ignores DMCA complaints. However, I want to find a way to prevent Google from blocking my site, either through banning the domain name or by blocking the IP address. I seek expert advice in this arena for ongoing work.
 
I am not an expert but I believe you have a misunderstanding about Google.
Google is a search engine and they may ban your site from being indexed but they don't have the power to block your IP.
If your audience has access to a link to your site, they'll still get there - in fact, that's how you drive traffic using parasites.

Thanks for this insight. I was told elsewhere that IP addresses could indeed be blocked using various means.

What sort of expert do I need to get my new site indexed, or in generally marketing my new content? I do need technical assistance in this arena. Any guidance would be much appreciated.

As I said above, you could also drive traffic by building parasites.
