Scraping biz emails & spam

I'm looking to scrape email addresses of local businesses and then email them. I'm offering a legit service to them so this would be traceable right back to me. I'm based in the USA and I know there is the Can Spam Act but I'm not sure how that relates to business-to-business email. Anyone have any experience with this? Do I need to be concerned about sending out 500-1000 emails in bulk? Should I space the emails being sent out (example 30 per hour) so it appears more natural?
 
CAN SPAM ACT is applicable to business to business mails also.

Any unsolicited email is considered as spam.

It is advised to do your homework unless you know what are you getting into....
 
gather their phone numbers and call in advance with a pre-recorded message telling them that you want to offer them some kind of service and that you will be sending them an email with your offer.

send the emails...
 
Thanks for the info guys. I really need to figure out a cost-effective solution to this. I can't possible contact a thousand biz's in advance and I'm thinking a pre-recorded message may irritate them more than anything.

that's why you call them after work hours and leave it as a message on their answering machine... duuugh!
