Is there a tool that allows me to schedule a tweet automatically and then not delete it therefore it will just come back the next day.

I have tried the following but I have to continue adding tweets.

    socialoomph.com (free)
    http://timely.is (free)

I want to just make a list of tweets that I want to shoot out throughout the day ever day or so.

Also, is their a FREE version of something like this?! Thanks.

If you are really cheap and you really want to do this you can:

    make a few tweets,
turn them into an XML/RSS feed,
run the feed trough twitterfeed or dlvrit
Configure feed to randomly post 1 item at a time and repeat forever
export this feed as a new RSS
Plug this new RSS into a standard webapps like hootsuite

Is this a royal pain the ass, YES. Can it be done in an hour and give you complete control to manage multiple feed without paying a penny. YES.

Does Twitterfeed actually have the option of repeating the contents of the RSS Feed again and again?

Why would you need something such as 'hootsuite', if Twitterfeed would already post a random post every X minutes/hours on a loop?
