Scammed by Nata Lee over a failed service, and not refunding me my $6,000.

I had an agreement with Nata Lee, where I paid him $6,000 via PayPal after we had an agreement that he would be able to get my Instagram account verified in 28 days.
If you look at my PM's here, you'll see he said on the 9th April, "I would like to charge $7k for this profile and your profile will be verified in 28 days guaranteed or else money will be refunded.
At present we are going to do this without PR, and it's a best way to verification. Let me know your thoughts. Best Regards, Nata Lee"

I have given him way more time than this to be reasonable, however it has now been 79 days, not the 28 days he guaranteed this would take him. I have asked him from yesterday onwards multiple times to give me a time frame of how much longer it would take him, but he failed to give me an answer or a time frame. He has failed to achieve getting the Instagram account verified I paid him the $6,000 for. He has been giving me nothing but excuses and has refused to refund me as per our original agreement. The Instagram account that still isn’t verified. So basically I paid him for verification which he hasn't done. I have uploaded our entire WhatsApp chat with him which shows he has failed, and been very unreasonable the last 2 days, despite me giving him so, so many chances, you can see it all here: https://docdro.id/Q2cDxZF

Because of his complete fake followers of about 98% and those followers are with low quality profiles like: Bots, sex workers, etc. Because of this reason we lost the GKP and we build GKP again which costs extra $2000 (in total we spent $4000 for GKP). We informed this thing and he clearly ignored our chats and he said that’s not his duty to remove Fake Followers and to gain engagement rate. As you can see on our WhatsApp chats

Even though we managed to remove fake followers only to get a review from him which helped for future business (worth $500) and worked on his profile to grow organic followers (of worth $300). In total, we spend $8000 on his profile. But still, he is getting more fake followers again and again. Because of this reason verification failed. Considering his disappointment Though, We said that we will work for free to do more PR but asked him to bear the expenses for the PR. He reject the offer But at this moment he started asking for Refunds rather than finding solutions. This is totally disgusting and completely unprofessional I found from this guy.

- This isn’t correct is it, in order to try and resolve this with you, I was even prepared to pay you additional money after the verification was completed because only on Monday (27th June) when I started requesting a refund you then said you needed to post on Forbes and entrepreneur.com, which I would need to pay you for. I said if we agreed the extra to pay, I would pay after verification was completed with no issues, but again you never gave me a price or a time-frame, despite me asking. Regarding your new followers claim, I have used a panel from a BHW member here on the marketplace in the past to buy followers, when you gave me this excuse asked him to ensure I definitely wasn't was gaining any new followers, he said, "Nata Lee failed to verify you. Like when you first asked me to send the $6,000 payment (which I did) but you gave me the wrong email address, so I had to spend ages retrieving the first $6,000 payment because you gave me the wrong email address to send it to. Also it’s quite clear in the WhatsApp chat you have referred Instagram as twitter as more than once, I’ve never asked you about verifying a twitter account. Here's one example from our WhatsApp chat:

No, that's definitely not what I agreed to, that was one of his first messages, please see the attached PDF of the entire PM conversation which took place after, it brings clarity to my side. PayPal settled the dispute in my favour today. PayPal asked for my evidence, which I submitted to them, they asked for his evidence, they also asked him again for further evidence, and then settled the dispute in my favour. This means I now have my money back. I paid a seller here to get an Instagram account verified, that was the simple fact. He failed to achieve this, despite me giving him an incredible amount of extra time and chances, with me even offering to pay him more money upon complication of the Instagram verification, just to try and get it resolved. He massively failed as a professional seller here, I've used many, many sellers on BHW over the 10+ years I've been on BHW, and I have given many of the good ones repeat business over skype, or their ticket portal. The only reason I am mentioning this is because I have never had to file a PayPal dispute or 'SL' a fellow BHW member or even come across a seller as unprofessional as Nata Lee has been. I don't have the service I paid for, however I now have my money back because of the PayPal investigation, so as far as I'm concerned my matter is dealt with. I will of course answer any questions BassTrackerBoats, or any mods here have, and help in any way further I can if necessary. However, I won't waste anymore of my time responding to Nata Lee, he has wasted way to much of my time over the last 4 months as it is, we can now both finally move on.

As PayPal team will not have PR experts or Instagram team to know well. I worked on your profile and $8000 is not a joke it might be easy for PayPal but not for me.
I request the mods of BHW to review this case in detail, I have shared you a doc file via PM and you can show it to any PR experts here on the BHW forum who works to verify the Instagram profile and any mod can ask them how this verification process is done and how much it will costs.
Also, ask them if the account has 98% of fake followers and a low engagement rate will that account gets verified.
