Question is, do you have definite proof of this? If so, report the BST in question. Otherwise, there's nothing to do really. This is not the first time this BST has been questioned. Those newbie accounts do not mean anything. People can register just to purchase something, no big deal.

If you check message history of each account mentioned above, pattern is simple.
1)Post in sarkar or aka sam BST. Occasional post in singhavn BST - but that's far less frequent to make anything out of it.
2)SINGLE low effort filler post, asking for free stuff, random fact or opinion, without ever engaging twice.
Heuristics are obvious, facts aren't. As long as moderating policy stays as is, he will spam the forum.

What do you consider a solid proof if you don't mind me asking?
None of the members have access to any backend facilities of BHW to prove that they are fake.
We (BHW) are masters of faking stuff. We fake fiverr reviews, upwork reviews, we create 1000s of accounts in social media (which are much harder than BHW registration).
and it pisses us off when we see someone gaming BHW for years and no one does anything against it.
There are enough people here that just have their BHW account to post order confirmations on the threads and have no time for chit-chatting all day. Sellers usually ask this as well.
I am 100% sure these accounts are real, because if they double log once with the same IP into two of the accounts they would be fucked.

He clearly is using fake accounts, just look at one of his "reviewers", https://www.blackhatworld.com/members/nevoerez1.1231534/#recent-content. All purchases of his service.
Here's another guy https://www.blackhatworld.com/members/sinie.7344/#recent-content. This guy joins, posts some garbage in the BHL, then goes on a shopping spree of services.
I would guess fake reviews are being purchased, but at the end of the day does it really matter to you if 1 person or 1,000 people are purchasing somebody's service?

Of course all these accounts are fake, it is highly improbable that someone new register and gives a review straight away like that. But 100 accounts like that ? Come on, everyone with an IQ bigger than the fish in my avatar can understand this. Why do you think that we don't see the same thing for other services ? You will tell me that this service magically attract people to register and give an amazing review just after...
Now how to have a proof of this scam ?
Well unfortunately in that case, forum rules don't ban someone because we have a presumption (that I also have 100% based on the sales thread) that it is fake accounts, sellers don't have to justify that these are real accounts by real people...
