Can i keep my penalized and new website on the same hosting?
I can not completely drop penalized website because i am still getting traffic from it and it will be redirecting to the new website, but not 301.
Also both have same domain registrar. does it matter?

If your new site will be white hat you can do it. Other ways it is a bit risky.

I don't think it should matter if you have new and penalized site on the same hosting. If Google did blanket IP penalties then shared hosting would be the worst. I personally have penalized websites hosted on the same IP as websites that are ranking very well.

However, forwarding the penalized domain to your new domain could be trouble. I would be worried even if your not using a 301 redirect because its easy for Google see other forms of redirection. I have no personal experience with this but be wary! Why not just keep the penalized site separate from the new one?
