Safe way to build connections for fake personas?

I'm building a group of personas now, and they're all on the premium plan. But creating connections for new accounts can quickly trigger limits. I bought some connections via SMM, but in a few cases, the accounts got banned.
I need a safe way to get this initial social proof layer established.

Start slow, first day few connections, next day few more, first 2 weeks go slow, then you can start scale.
 
Slow and steady, really. Nothing too deliberate, nothing too obvious. Be confident but not memorable with each fake persona.
 
I use Waalaxy, it's super awesome. But little expensive. They have their own proxies. I never limited even when I am running multiple outreach campaigns

You must have quite a master plan in mind, since that's expensive.
Connect with LinkedIn LIONs but try to stick to your niche, and once the LION's connections are open to you, try to be mindful whom you add, so they align to your goals and they see you as a beneficial account. Don't hit the connection limit. Don't get banned. :)
