Well, it's not that difficult to set up your own VPN if you really need it.
I guess they can block the VPN sites (not the service itself), but if someone wants to use a proxy or a VPN, he/she'll still be able to do it, just not legally, but i don't think that too many fucks are given to (internet) laws in Mother Russia.
Also it appears, the bill still needs to pass the upper chamber and Putin himself.

The most they could do will be to ban the VPN, proxy companies websites...
It wont work...It will never work. They are no match against the power of the Dark Side.
we all know this wont stop any serious Russian thats about their business.
Actually, if we take a close look at the situation on the bill it is getting obvious that they try to force VPN's providers to cooperate with the Government. It's not a ban of technology or something, they just try to control ISP and VPN's providers.
